twitter. >> there is a reason we talk about it and obsess and worry about it for the entire four years in high school and in college. >> a neighbor saw a gold or brown s.u.v. drive away from the scene. police have made no arrests so far. >> federal transportation officials are investigating whether asiana airlines met legal requirements in helping the families of passengers after the deadly crash at sfo. staff with the ntsb that coordinates family response after crashes raised concerns with the department of transportation. under united states law the airlines was required to provide service to family members of the 291 passengers including promptly posting a toll free number to gather and distribute information and providing transportation and lodging. >> driver is under arrest after a high-speed police chase in oakland that ended in a wild

crash. the car slammed into a parked vehicle and a hydrant and snapped the car in half and knocked electrical wires on a bus. no one on the bus was hurt. the crash knocked out power to pg&e customs but is fully restored. >> san lenadro police are asking for help in identifying a man involved in an attack at a safe way store. look at this video, he changed words with the store manager and suddenly throws a punch. the blow knocks the manager to the floor, seriously injuring him. the hand ran out of the store after the attack. it happened monday morning before 11:00 at the safeway on brand croft avenue. police say they are confident they will find the attacker. >> family of friends are trying to make sense of an accident that left a livermore bicyclist on life support. the 21-year-old is a nursing student at chico state.

she is brain dead and will be kept alive until they can donate her organs. she was riding her bicycle back from the school library and a car hit her. the 19-year-old driver was drunk and sped away from the scene. officers tracked him down and arrested him on d.u.i. and hit-and-run charges. he will be charged with vehicular manslaughter. >> the governor brown is expected to sign the measure raising the state's minimum wage. he is scheduled to sign the bill at noon in oakland at the cypress mandela training center. nearly two weeks ago lawmakers closed out the final session of the year by reagans the minimum wage for the first time in five years. the measure raises the minimum wage to $9 next july and then to $10 in january of 2016. the state's minimum wage now is $will -- $8 an hour. >> the democratic senate is defeating attempts to de-fund the president's health care law.

ted cruz has been speaking on the senate floor since noon criticizing obamacare and florida republican sunday rubio who has taken over, cruz and rubio are trying to block a senate vote on the house plan to de-fund obamacare in exchange for not shutting down the government. there is cruz. senate majority leader reed scheduled a test vote later this only on taking out the health care de-funding portion of the government spending measure. >> today kenya begins three days of mourning for the victims of the terrorist attack on a mall in nairobi. uncertainty of the situation remains although the leader of kenya declared an end by islamic mill attempts that began on saturday. at least 67 people and five extremists were killed. security was visible on the streets of nairobi with guards using metal detectors to inspect passengers. >> investigators are trying to

determine the cause of a fire that ripped through a hand and damaged two others in the east bay. it started yesterday afternoon at a house in piedmont. the wind spread the flames to neighboring homes. the firefighters tackled the flames from the roof of the home. crews from oakland joined piedmont fire. the chief says this was the first fire in the area since the devastating oakland hills tire in 1991. >> firefighters making progress against two wildfires burning in southern california. this fire forced evacuation of 30 homes and break out along interstate 15 in san bernardino county yesterday. a massive airliner dropped tons of retarrant to slow the flames. crews in los angeles county report a fire burning is now 70 percent contained that burned 250 acres since it started on monday. >> meteorologist mike nicco was talking about the increased fire danger because of the fast

winds. >> fire weather watch begins at 11:00 people through 3:00 friday afternoon. the areas shaded above 1,000' and the north bay mountains and the east bay hill and diabolo range, all under a heightened fire danger because of the winds kicking up at 45 to 50 miles per hour and the humidity levels dropping below 30 percent although we had plenty of rain last week, everything is still brown so there is plenty out there. today, it is cooler when you step outside. we have a few 40's up north and most of us are in the mid-to-upper 50's with a lost sunshine and everyone across the board in the low-to-mid 60's at lunch. it will be breezy again. they will pick up this afternoon. keeping us in the low 70's around from the coast and low 60's with a few fair weather clouds in the afternoon and evening. it will be breezy at 7:00 with the sun then setting at 7:00 so have a coat. you will need it if you are headed out for dinner or

>> covering santa rosa, berkeley, san jose, and all the bay area, this is abc7 news. >> it is 4:42. a team of united nations inspectors arrived in beirut on the first leg of a trip back to syria for more chemical weapons inspections. leave officials say the six member u.n. team will travel by road to syria later today. a report by the inspectors following the previous visit said the nerve agent sarin gas was used in an august attack near damascus. the united states and the allies, a syrian president bashar al-assads regime was behind the attack that killed 1,400 people. >> in pakistan a convoy of 60 military vehicles with relief supplies are on the way to a remote district in the southwestern part of the country where thousands of people were injured and left homeless after

a huge earthquake. the 6.7 earthquake struck yesterday afternoon and officials say the death toll rose overnight to 210. >> governor brown has signed legislation to deter the press from harassing the children of celebrities and other public figures. halle berry and jennifer garner support the legislation. last month, both women testified before the state legislature their children are harassed constantly by papparazzi. the law increases penalties for taking photos and video without consent and in harassing manner. violators face a year in jail and $10,000 fine. >> governor brown has signed legislation that will allow workers to get up to six weeks of partial pay while taking family leave to care for sick sibling, a grandparent, a grandchild or a parent in law. family leave now only covers a spouse, domestic partner, child or partner. it takes effect july 1 next

year. >> antivirus software pioneer mcafee is going to launch a new company to make the internet hack proof. he will create a new kind of internet that is decentralized saying he will provide more details at a technical conference on saturday in san jose. mcafee most recently made news for a string of bizarre behaviors. he buried himself in the sand and faked a heart attack in central america in order to escape questioning in the death his neighbor in belize. he remains a "person of interest" in that case. >> a panel of federal judges is extending the deadline for reducing the california prison population. california had until the end of the year to come up with a solution for overcrowding. that is january 27, when they have to find a long-term solution. this is a partial victory for governor brown fighting for early release of inmates. >> tonight a celebration if a

woman who changed many lives, the 77-year-old has been helping the homeless if san francisco if 40 years. she founded the san francisco network ministries along with her late husband, scott, and is most proud of the residential treatment program created for women leaving prostitution. her organization has also built low-income housing for families and established a computer laboratory. >> what i do understand is, leaving the tenderloin, leaving the people that i love and the work that i have been so blessed to be able to do for 40 years. this is hard. >> on the streets, everyone knows reverend hope for hundreds of memorial services she has conducted for the homeless as the video from documentary filmmaker shows in 2001, reverend hope was honored by the dalai lama as a hero of compassion. >> are you ready? 49ers day here on abc-washington post poll is

now, let's see what going on outside. here is what is going to happen this afternoon: the bay brings will be strong and they start earlier at 11:00 this morning through 9:00. west winds, shifting from the west, at 15- to 25-knots and they will come from the northwest and our beaches through 3:00 tomorrow morning at 15 to 25 miles per hour. right now, it is fast at sfo at 25, and 12 in livermore, and the winds are still out there although they let up enough that some of us are starting to flirt with the 40's in the north bay valley and most of us in the 50's. here are the gusts, point reyes and san francisco is where we will see the winded. by 1:00 o'clock you can see we are at 13 miles per hour, pushing 30 miles per hour at the coast and 30 miles per hour in san francisco and pushing 35 to

40 miles per hour along the coast -- here's the gusts. our fastest wins are during the later part of the evening hours at 30 miles per hour to 40 miles per hour through 8:00 and they will relax, then, overnight and in the hills, the winds are developing here and that is the offshore wind that will develop tonight and where the fire danger is going up. as we look at downtown san francisco, breezy and coolest this afternoon, and fire danger develops tonight and we have calmer and warmer weather this weekend. check out the temperatures, not much of a microclimate, mid-60's along the coast and in san francisco and upper 60's to low 70's from the bayshore to the south bay and low-to-mid 70's in the north bay and east bay. tonight, the temperatures are more widespread 40's at the coast and the north bay and a lot of low-to-mid 50's for the rest of us. while you were sleeping the cold front continues sliding to the south and that secondary public of cool air is coming in and that is why today is the cool of

northbound direction. so far, it is quiet. kristen and eric. >> several consumer groups plan to sue the federal government today to force ought toy makers to install rear view video cameras in vehicles. the department of transportation says it will add the backup cameras to the lit of recommended features for automakers but several consumer and safety groups call that move a stall tactic and they point out that congress imposes a deadline in 2008 to have the guidelines in place by 2011. the lawsuit demands officials make the cameras mandatory in 90 days. >> there are many uses for aluminum foil but you have probably never heard of this: credit card fraud. kansas city police say thieves wrapped foil around satellite dishes as several gas stations and it blocked signals from connects to processing centers so these -- thieves could use the stolen cars. a gas station owner noticed large transactions and discovered his satellite transmitter was tampered with. police arrested three people

traffic is running smoothly in both directions and on the nimitz, both the northbound and southbound side, you are looking fine. a look at our drive time traffic, 580, tracy to dublin gets you there and antioch to concord is 51 minutes and from san rafael to the city is 15 minutes and here is walnut creek, southbound 680, loading up on the curb as you make it away from highway 4 to the 24 junction. eric and kristen? >> if oakland, a new city initiative to bust literbugs is showing success. officials say they seeing morphotos and videos of illegal bumping including license mail numbers used to track down and site offenders. oakland saw 17,000 illegal dumpings mostly old mattresses, broken furniture, and discarded construction material. that is not all. >> we have had people find cow heads dumped in my district to

biomedical waste which indicates irresponsible dumping by companies. >> yikes. the city is considering a new ordinance that changes dumping from an infraction to a misdemeanor and increase fines. >> the san francisco board of supervisors has pass add tough new ordinance to prevent police officers and sheriff deputies from holding for deportation all but a handful of people arrested living in the country without permission. the "san francisco chronicle" reports the law is designed to encourage people without valid documents to call police to report crimes and seek help without fear of being detained and deported. the supporters say it disentangles the justice department from immigration and includes an ex-exception if people with previous convictions for violent crimes or using firearms. >> new research contradicts the belief that certain foods help you keep up your thinking and skills as you age. scientists looked at the impact of fatty acids including nuts
